Can I use Gravity Forms to display testimonials on my website? I don't need users to contribute them via a form, I just need their testimonial plus a photo 75x75.
I need all testimonials on the testimonials page in chronological order + the latest 2 testimonials in the sidebar shortened to the first 200 characters.
Can Gravity Forms achieve this?
If you don't need users to contribute their testimonial via a form, why would you use Gravity Forms?
Ignoring that, you can certainly accept testimonials and an image via a Gravity Form, then display it on the front end of your site, in whatever order you want, with whatever restrictions on the content you want (limited characters, limit to last 2 by date, etc.)

So, yes, it can certainly be done. Accept a simple form with the testimonial and image via Gravity Forms, then display it on the front end with the add-on from Katz Web Design.
No, these are not posts, they are just form submissions and I display the submitted form data on the front end. You could do it as post submissions as well, if you wanted to. For this application, I did not.
