I want a submit link form

    Can I create a form with a submit link functionality?
    Only one field. Submit link, then it creates own thumbs and title date, etc. Just like digg does?

    Yes, but it would be a customization. I have not been to Digg in a long time to recall how it works, but Gravity Forms is great at collecting information. At that point, you would need to capture a thumbnail of the page, using the hooks which are available in Gravity Forms.

    What you want to do can be done with Gravity Forms and some customization and creative thinking.
