I'm keen to sign up for the developers licence but have one small question first on pay to post. I appreciate folk pay to post but in order to keep an eye on exactly what is being posted can these posts be moderated by the site owner as comments are?

Yes. You just set the post status, in the post title or body field for the form, as draft or pending review. In this case, I'd add a confirmation message to the effect that the post has been processed and is awaiting review before publication. That way those who paid to post won't be alarmed at not seeing immediate publication.
