Is there a way to set up one form that allows viewers to choose who they want their email to be sent to via a drop box choice? I want to set up one form to use but email notifications need to be sent to various email addresses depending on who the viewer wants to contact. Can that be done?

Yep, that's notification routing and you can do that where you set up your form notifications.
First, create your drop-down/select field with your options

Then, select the "routing" option under the admin notifications and set up your conditions
