Gravity Forms works with WordPress 2.8+ and requires that you have PHP5 running on your server.
The forms aren't a standalone application and need a WordPress installation to run them. You can always use an iframe to embed a form on another site, and some users have come up with other ways to embed the forms in external sites. There are a few topics on this forum that discuss how they've done it.
Being able to embed the forms in external sites is something thats on the drawing board and will eventually make it into a release, but I'm not sure when that will be.
If you're simply looking for a standalone forms processor and not something that's integrated with WordPress, something like MachForms may suit your needs. If you do want WordPress integration, you're not going to find a better solution than Gravity Forms.
