When upgrading my GF personal license to developers license in paypal, paypal tells me the card cannot be used, and that I need to use a separate card. I have used three cards so far, all with the same result. I assume this is a paypal error, but I figured I should post here to cover all my bases.
If anybody has any solutions, please let me know.

SOLVED:
- If the CC you use is tied to an active paypal account, you must sign in to use it (this was not my problem)
- If you use your CC to purchase through paypal 4 or more separate times, then paypal requires you to sign up. It just gives you this arbitrary error.
